Los Angeles musical impresario Kim Fowley co-wrote songs for KISS, Helen Reddy, Alice Cooper, Leon Russell, and Kris Kristofferson, and he managed the Runaways and the Hollywood Stars. Fowley also found time to record himself, scoring a #1 hit with "Alley Oop" as a member of the Hollywood Argyles, and cutting over a dozen solo albums.

In Deutschland is one of the few live Fowley documents that still exists. Recorded on October 26, 1992, and accompanied by Flamin' Groovies singer-guitarist Chris Wilson, Fowley trades jeers with the audience during this off-the-rails show. His band hadn't rehearsed properly and mid-show the concert organizer asked the audience if they wanted the concert to continue. Their emphatic response was "NO!!!" Fowley and his band played on. Tracks 1-9 are all that exist of the concert; tracks 10-16 were recorded at a rehearsal. This album was previously released in 1993 on Fowley's own Marilyn Records with the title White Negroes in Deutschland.

My entire reason for the performances on this album are: The Sheer Joy Of Being Stupid In Public, Being Horrible, Sloppy, Non-commercial, Garage Quality, Mister Bad Taste/Self-Indulgent On An Ugly Level. I sell you Torment, Crap, Lost Dreams and The Art Of Doing Nothing Well. This product is designed for Loud, Drunken, Stoned-Out Party Events. Also good for Weird Sex Encounters. Stay safe: Sex Crew, Brew You and Drugstore Cowboys. The album will make the Lost and the Lonely feel Technicolor Joy in their empty rooms. Drivers and Skaters: Turn it up! Future Freaks: Don’t just sit there. Go find a bunch of friends, fiends, enemies and strangers and DO IT YOURSELF! Make, fake and take your own music to the people. Riot Grrls, Riot Gurls, Riot Girlz: Change the world!
